When the Flood showed up in the level Floodgate of Halo 3, the Elites glassed the infected areas of Africa. What was the reason they didn't glass the whole planet?

The reason the Elites did not glass the entire planet is because of Gravemind. They needed him to get to Cortana.
(If this is incorrect, it's because I do not own Halo 3)
