Once you do this mission for the Assari and haggle for access to the prototypes. This is the same as if you purchased a Manufacturer's liscense for you quartermaster on the Normandy.
It allows you access but you still have to pay for them. And they Only show up randomly on vendors as this is how the vendors equipment lists are populated.
If Life was fair then every bad thing that has happened to you would have been deserved.
