    What you are buying is the licence for the Normandy Quartermaster. You can do the save/reload trick to try and get them to appear in his shop, but to be honest as that thread on Bioware's forum suggested, the Savant mods are much better.

    i usually find them in loot, tech kits at bases and what not.
