What i have to do i already read all the messages and asked the one guy what they say..He says frost ,fire ,fortify magicka and damage magicka. What i gotta do know ?

you use those spell effects on the pillar and it will rise and let you continue
i think i remember there being a scroll of each effect in the chest next to one of the guys in the ruin, and yes you can use scrolls on the pillar as well

Just don't cast them in the wrong order and I think the scrolls are in a barrel, but search the cave and you shoud find some.
