You said you killed a Kirin with 456.3 length, so yeah..it's the length, the time is only shown at the quest details or at the menu that appears at the end of the quest.

lol You all sound like n00bies. J/K Its rated good by its legnth. Then the amount of times you kill it and the increase of legnth gets you a silver or gold crown my the Monster's name which means that you've slayed one that was very large.
