You have to extract the export_descr_unit.txt file.

To do this, open the unpack_all.bat with an text editor and make it look like this:
    unpacker.exe --source=..\..\packs\*.pack --destination=..\..\ --filter=export_descr_unit.txt --verbosity=1

Then save it at as a new file.

The extractet file is located in the data folder.

Now you can modify all Units. the explanation for each value is on top of the file.

To make the changes appear in the game, you have to make your medieval.exe shortcut look like this:
    Medieval II Total War\medieval2.exe --io.file_first

I forgot the shortcut command. Look above, i added it.

When your game crashes, then maybe you did something wrong.
I suggest you delet your file and extract it again.

btw. you shouldn`t boost the stats of units wich are also available for ohter countrys, or your cheatin backfires on you.

Allways look at the "ownership" line first.

it´s 2 like it postet it earlier.

You could change the ownership of a unit, but then you have to change the, i believe its the descr_strat.txt file (located in data\world\maps\campaign\imperial_campaign ). Because there are the campaign starting units. so you must delete them for your opponents. i never tried it, so its just a guessing.

If you want to make troops available that are not listet for your country it get complicated, cause if you just add your country at the ownership line you will have no textures for these units. At that point i gave up.

What do you mean make the shortcut look like this "Medieval II Total War\medieval2.exe --io.file_first" Do you completely change the name of the shortcut or do you go into "Properties" and edit something in there under the Shortcut Tap?
