may be we have a different version of the game...

I have tried the sv_cheats 1 and even changed the level with changelevel (map name).
Nothing of that work not with the god or notarget cheats, but sv_cheats 1 stop you from getting the challenge you need to finish the map.

I recommendation that you use other cheats like bot_difficult 0 to have fun or something else.

Codes that worked for me:

bot_difficulty 0
autobuy
bot_sniper_only 1
bot_knives_only 1
bot_zombie 1
bot_stop 1
changelevel (map name)
bot_defer_to_human 1

cheats that not working for me:

noclip
notarget = worked in the deleted scenes.
