Can someone fill me in on how to get this weapon to lock onto a target? Getting seriously fed up getting my bits frozen on the aircraft carrier

You have to "lock-on" first in the right cannon ( from your point of view ) if you tried with the left cannon that's the problem

For some reason it's not working for me as well. Is there a special button that you have to push to get it locked on? I've tried holding right click and zoomed in on it for a few 10 seconds or so. Just doesn't seem to budge. I've tried locking on on the left cannon where the VTOL is painting the cannon of the mother ship. I'm not sure what's up...

you have to wait until they lower the shield on both arms first. they will lower the first cannons shields. you will get the queue when they say they have done it. then point the gun at the left cannon it should start locking on. do the same for the right cannon.

I can't find this TAC Cannon. Where is it? How is it looked like?

The Tac Cannon is in the armory where after talking to the Admiral in CDC you proceed to the armory where you see Prophet, Helena and Psycho.

You can't fire the TAC gun in the single-player campaign except in the final boss fight, when it actually explicitly gives you something to lock on to. I was under the assumption that I could use it whenver I wanted at first too. =[ If you want that, though, you have to get the TAC gun in Multiplayer, and then, you've got severely limited ammo.
