the reason why is because you need squirtle then you can get raikou and if you have bulbasaur then you get entei

Get Atleast 50 max repels, dats like 35,000 exactly, then use them travel in long grasses so there will be a better chance of getting him
P.s Most people found raikou in water o.o..
