Well you ask where in the world you would get a Rathian Plate. The most obvious answer is gonna be in Monster Hunter Freedom 2, followed by a Rathian.
The easiest way to get one if by carving in the tail of a G-ranked Rathian.

do i have to use a certain hunter rank like hunter rank 3 rathian or will the regular one work or is it possible in troublesome pair because that pair really isn't that troublesome

Yes fool ! you can get a rathian plate in rank 3 An easy to get plates and rubies is just cut the tail only , if you get it die three times then you can take your reward with you , if you dont get it abandon quest and repeat the process. This is the most fast and efficient way to getting the best armor
