It's doubtful that a Halo 4 would come out...but defiantly something close.
It's rumored that Halo 3 is the beginning to the Marathon series and there will be a remake for those or something along those lines...
It just wouldn't make sense. How could they link the end of Halo 3 with the beginning of a marathon game? Why would they plant that little bit extra after the credits in legendary if they weren't going to use it for anything, if they were just going to skip over it and go to marathon?

No acctually from what a friend tells me that this is in fact true. He came to school one day all excited telling me that a leaked story from bungie about starting more games based around Marathon with a new name. I havent heard anything myself but he may be right.
