Go to the suspension bridge going out from san fierro. It goes over to las venturas. On one of the blocks where the top of the ropes are (i think), the minigun should be on top of one of them. You must have access to las venturas to get it. You can get as close as possible to it without being able to access las venturas but you won't be able to get it unless you have las venturas access.
Or, there is another place if your feeling brave and talented. It is in las venturas so again you must have access to it. Up in the north of the las venturas desert there is an airstrip and just a tad south of that there is a restricted area (Hover over on map). If you have done the black project mission in las venturas you will know but if not then I will tell you. There is like an air vent in the floor you must go through. If you find it shoot it open and jump inside. Work your way through and you will eventually find a minigun.
I don't know if this only works on the mission or not but i'm unable to check. Soz
