I beat the first league and caught Sucine

now the questions

wheres the other 2 dogs
where exactly is lugia theres alot of islands there I mean whirle islands(I spelled it wrong)

I solved the 2 puzzles whats the unowns for exactly

where is ho-oh or how I can get it?

The other dogs fled to random places in Johto.
Lugia is in island #4.
Ho-Oh is at the top of the tower where you caught Suicune.

but lugia's islands not numbered can u tell me which one exactly

and I dont think u can go top on the suicune's tower(I think)

Lugia

Go to the northeast island of the whirl pool islands. So, use whirlpool to
get past the whirlpool, and then go in the cave. jump over the
first ledge, over the upper ledge, and climb the ladder. Go down and down the
ladder. In this room, surf in the water, and climb down the waterfall. Once
you are at the bottom, enter the north cave. In here, surf north and you will
see Lugia. talk to it to go into battle with Lugia.

Ho-Oh

You need to have Raikou, Entei,
and Suicune in your party, and the Hall of Fame must be unlocked. ReBeat the Elite 4. Go back to Ecruteak and talk to the Wise Trio. They'll give you the Rainbow Wing. Now, you can go in the Tin Tower. Make your way up the tower and ho-oh should be at the top.
