its a glitch, thats what it is im pretty sure...and im pretty sure it ****s up your game if you catch it

It was a glitch pokemon in the original Red/ Blue games, it's only use was to multiply the items in your inventory (IIRC the sixth item you where holding increases to 255).

You'd also find a random pokemon of a ridiculous level like 147 in the same location, which differed from cartridge to cartridge. Mine was a charmander .
