I'm in mahogany but i don't know how to beat the team rocket near the lake of rage

you have to beat the red Gyarados (capture it if you can since its a Shiny and more powerful than a normal Gyarados). Then when you get back to shore theres a guy called Lance standing by the sign, talk to him then head back to Mahogany and heal your pokemon, then go into the shop above the Gym and its pretty straight forward from there.
