how to get passed man at route 222. he's holding me and say's that the way to sunyshore city had a major blackout, i don't know how to pass.

You can't enter there yet. You must beat all 7 other gym leaders, and at Canalave, you'll discover you must go back to that lake. Go back, and you'll find that those 2 guards in front of the lake are gone. Defeat everyone there, then go try to help Rival and Professor Rowan. Once you've gotten through everything you need to, then the guard will let you through.
