Also, I've searched the four islands, and I haven't got a clue as to where to locate Lugia.
Can anyone help ?

well in this walkthrough there is specific directions to Lugia

and the legendary dogs are randomly running around Johto, theres no specific location, just keep checking grassy areas and eventually one will pop up.
