to activate press L+R then go to any pokemart and talk to the guy in green and he will give you the azure flute to use the flute go back to the place where you first battled dialga/palkia and a message will pop up saying would you like to use the azure flute? click yes then in like one minute a stairway will appear go up it and save right before you step onto the platform then turn off the game... turn on the 999 masterball cheat turn game on press L+R to get the masterballs and step onto the platform and catch arceus happy hunting =)
