To get ectoplasm you have to kill ghosts, they are most commonley found in doungeons, caves and in a manor, as for the recharge magical weapons question, you have to select them in your inventory and choose which item you would like to recharge. Or you could go to someone in the mages guild and they will recharge them for a price.

You can also charge magical weapons by using charged soul stones.

"select them in your inventory"

and if you happen to see any, you can get ectoplasm off of wraiths
