Mine is something like 65, or somewhere around that figure, but i don't really concentrait on making potions, i just chuck or use the ingredients on quests, i will have to buy or find a morter and pestile before i can do anything.

You can find a mortar and pestle in the tutorial lvl.

go to any mages giuld hall and buy one there, i only did it to sell the potions, and i can make one mean restore magicka potion
