Zapdos- Power Plant
Mewtwo- The city where you fight Misty at(gym leader of water gym). Go to the cave there.

its called the Cerulean Cave (opposite Cerulean city)

There is a guy standing there and he says that " Horribly strong Pokemon live inside Cerulean Cave. It takes a very special Trainer to be allowed inside there. You'd have to be strong enough to become the Pokemon League Champion for starters. And, you would have to have made a great achievement." I'am the Pokemon League Champion but what do I have to do to get into Cerulean Cave?

I think you have to beat the elite 4 and something else...

beat the elite 4 first, then u'd have to do some tasks in the islands, and once u've done that, u can gain entry into the cave.
