Is there any possible way to upgrade a pokemons level without using a rare candy?

The moon stone evolves Nidorino, Nidorina, Clefairy & Jigglypuff if thats what you mean

use rare candy it goes up by a level

Yea, but a pokemon raised on rare candies isn't as powerful as one trained in battle.

Yes. Go beat the elite four using only 1 pokemon. Its really easy if that pokemon is a) an attacker/sweeper or b) above level 85 already.
