yo guy how do i get a house? i no u can n i want1 2 store my stuff in the imperial city bt i dunno how 2 buy 1! help

You can buy a house at the counts of the city's. In the imperial city there is an office of disclaims or something and you can buy a house there(it costs 2500) and at Anvil go to the Count's Arms(a bar) and talk to Velyvin Benurus about it, but you need to solve a quest. Solve the quest, because for 5000 gold yyou get one of the best houses of the game.

and is buying a horse any different from stealing 1? coz wen u steal 1 it vanished wen u leave it bt wen u buy one does it stay there?

You can't stell a house. You can break in and steal stuff, but not steal stuff. To buy the Imperial City house go to the Trade District and go to the Imperial Office of something and ask the woman there for a house. You can buy furnutare for it in the 3 brothers Merchandise.

and to answer your question, yes you should buy a horse, stealing runs the risk of jail time and buying one means your get a good ride and companion, but the sometimes dissapear, my fist black horse, my very first horse ever, disapeared all of a sudden, and i never found it,

Yes when you go off without them, use another horse or hurt them/let them get hurt, they usually go away and it is unlikley that you will find them again, i did that with shadowmere and he had all of my good stuff and i can't find him
