From the west on route 210, travel across the first bridge, go up the stairs to the south, travel east and turn north at the bridge, then turn right, traveling east until it seems like you can go no further, use rock climb, travel 4 steps west, then use it again, a trainer will battle you, after you beat him, travel northeast until you see her house.
(you must have a very high friendship with your pokemon in order for her to teach it Draco Meteor.)
