Action replay is exactly like gameshark just better because it's more popular, easy to use, more codes, etc. You can buy it at EB games/gamestop that's where I got mine.
After you have gotten it you can enter AR codes from this site to give your self a ton of rare candies and level up your pokemon so you can beat the elite 4. I would suggest just training them though because they miss out on EV training if you use rare candies.

Dunno, never got far in Leafgreen or Firered. Just in all the other games. I am guessing Victory Road would be a good place though since most pokemon there are 45+

Also you can use the VS Seeker to battle trainers you already beat before. You get the VS Seeker from a girl in Vermillion Pokemon Center.

Naw, there's this place on 7 Island with tons of pokemon around lv. 55+. Also, after you complete the network machine, the E4 beefs up and all their pokemon are Lv. 60+.
