I wonder, is there any reason why it isn't out for PC? Or is it just Microsoft being awkward again? I hope it isn't the same COD3 scenario...

Halo 3 isen't out on PC and wont be for long in an attempt to sell more 360 consoles so people can play the game, once that profit has dried up they will plan to release it on the PC to milk it for all it's worth
