i will also tell u the level and the name/power of all the skulls here so u know which one to ask about

The Armory/No name/lets enemie know the location of ur guy ever if you are invisable.

Cairo Station/thunder storm/make all enimies Spec Ops give jacles Orange shield and the flood shields

Outskirts/Blind/Make ut hud dissapper from the screen... there is aslo a rumor of a second skull on this level but i have yet to find it

Metropolis/Catch/Enemies throw more grenades as well as drop them

Arbiter/Grunts Birthday Party/ Shoting Enemies in the head makes them blow up like a plasma Grenade

Oracle/Famine/Makes all Weapons start at half ammo

Delta Halo/Envy/allows Maste Chief to become Invisable like the Arbiter

Regret/Assassins/Enemies all become Invisable

Sacred Icon/Mythic/Makes all human vehicles stronger

Quarantine Zone/Sputnix/Makes all hits and Explosions more powerful

Gravemind/Anger/Makes all enemies fire at a faster rate

Uprising/Ghost/Make the enemies take longer to notice you are there

High Charity/Iron/Makes it so that on COOP on every difficulty if one player die both most restart at the last Check Point

Great Journey/Black Eye/Shields do not recharge. To make them recharge you must Smack kill an Enemie or a partner

NOTE: that some of the effects of the skull will not be noticeable on legendary.And all skull most be found on Ledendary Except Blind.Also Assassines can be found on any difficalty but will not Activate

The point of the skulls is that they're fun.

You would not believe what crazy things you can do with the skulls.

it is not a rumor that their is a second skull in outskirts. Its called "I would have been your daddy"
