Its on top of Mt. Coronet and you get there by following Team Galactic who are after Dialga/Palkia depending on what version you are playing on e.g. Diamond/Pearl. You have to defeat all the Galactic Grunts, Admins and Commanders who are there then an eruption will occur and you have to battle Dialga/Palkia and you have to either defeat or catch it (NOTE: Do not worry if you accidently defeat the Pokemon or if the Pokemon flees, because they will re-appear later to retry).
