Yes with an Action Relay device I think.

I think so, and legally. Im not sure how though, the strategy guide says you can though.

Is there a lotto in D/P? I didn't see one as I went through the game...

There is not a lottery in D/P but without the aid of an action replay device you can only ever get one master ball per game.

Are you sure the Guide says? I have one aswell but it says you can get more than one Rare Candies but it doesn't say more than one Master Ball....
