a daedric one i think they usually have the best things like armour

the best sheild according to me is the "eschutcheon of chorral".

It has "reflect damagae 30%" enchantment... 35% if you havent downloaded a patch.

Get one or two more items with 35% or 30% reflect.. and viola.. u r almost invincible...

and its armour is like 15 or around there(probably higher if block and heavy armour skills are high).

I think I know this shield, but what's the best one without enchantments is the daedric or the glass shield(it depends on your light and heavy armor skill).

if you have shivering isles, then it would be perfect madness sheild or amber depending of heavy/light armor pref

The crusaders shield on Knights of the Nine isn't bad.
