You have to go down into the bunkers where there are beds/showers/etc. That is where you will find the badge & General Buzz. You will need to get on one of the computers down in the bunkers to make the badge. & as for General Buzz - he is dressed up in a military uniform. Just walk around down in the bunkers & it won't take you long to locate him. Hope that helps you out some.

uno da gal inda Nighthowl Saloon in Deadtree? she has pigtails and always crosses her arms and sways side to side when she's talking to you. ive forgotten her name, but it's her. its the bartenders sister. she's really funny when he zaps her!
