Where do I find the Waterfall HM in Pokemon Silver? I have gotten past the whirlpools and now i am e

Where do I find the Waterfall HM in Pokemon Silver? I have gotten past the whirlpools and now i am east of New Bark Town. I surfed with my Garados but I need to have the HM to cross the waterfall in the cave. can you help me?

Waterfall is in Ice Cave in Mahogany Town between those pokeballs.

yep, and if i can remember Waterfall is in the 3rd image the pokeball in the center of the map.
