Yes, you can change the health of everything if you look through the .XML files enough. You could even (theoretically) make buzz droids vulnerable to being destroyed. You can do just about anything in fact. Just read a tutorial on how to edit them instead of asking questions that have already been answered. There is a tutorial on the main Star Wars: Empire at war page here. Also, there is an in depth one on gamespot.
