You need luck to find them. They run randomly around Johto. Just search and maybe sometime you will find them. Hope i helped.

All ya need is a lil bit of patience and then go to blackthorn city(in jhoto) and go to the first grass area on the right and go to the seond row of grass and go <- and -> and you'll gadually find them!!

oh yeah and get ultra balls and other good ball cause tou never know when they'll pop up!!
