I like to play the path of peace and free build. But I never get very far because of the crime. Its so bad it drives all the people away very quickly on. I have tried placing guard post everywhere and even right in front of my granary and still the thieves run right in front of the guards with no reprimand. I even have a gallows and such. When I look in the booklet under the topic of crime, supposedly page 25, its missing. In fact pages 24-31 are not there and pages 40 – 47 are repeated a second time before continuing to page 48. anyway just need to know how to make to thieves stop.

You didn't mention anything about building a court house, so I'm guessing that that's your problem. Without a court house, your guards have nowhere to take criminals to, thus they just sit there looking dumb. You might also think about building a torturer's house. Those gallows won't work without one. The torturer will take people out of the court dungeon, freeing up more space in the dungeon for more criminals.

I had the same problem but if place your torturer's guild
facing the same direction as your castle it will be solved
ps:you will need a court too
