He's clearly just beat WES to be going for JV...
The best way to get bounty quickly is to get yourself into a pursuit... have a high heat... 4 or 5 is best and drive into the bus park and up the ramp onto one of the buses the police will smash themselves into the bus and kill themsleves giving you bounty without trying, however keep looking backwards as one of the cops may be clever enough to come up behind you.
When you have enough heat blast off the end of the bus and use the pursuit breaker near the end of the road ahead (donought shop) then evade...
And to beat JV I used my gallado.
