If I can remember correctly u have to walk up close to them and press either R, G or H. U should hear CJ say, 'You with me?' and then if he answer is yes, that gang member will follow u.
If that doesnt work then point a gun at a gang member and press R, G or H. If that still doesnt work then I cant remember sorry.
