the code is to be used with a cheat cartrage like action replay, my best understanding of it is that the code entered on the cartrage once activated interacts with the coding of the game to make an event happen like making a certain wild pokemon appear. (sorry if any of the words are spelt wrong, i can't spell)

in order to enter the code you need to have gameshark or a codebreaker in the game slot and then you put your game in the gameshark or codebreaker.
