Hello. Fly to Saffron city find the house where a family with a girl named Copycat live there and talk to them (they live near to magnet train station).They ask to to bring a doll.Fly to Vermillion city and go to the house that is above the Gym (the house where 4 people live there). Talk to them and they will you the doll.Fly back to Saffron and talk to the family.They will give you the Rail Pass.

Go to Saffaron City Go to CopyCats House Find Her doll In Vermillion and take it back. Then you will get the magnet train pass.
