i finished everything but i just cant finish the 13 minute pursuit!i've come all the way to blacklist#1 someone pls help.

dude just stay in a pursuit for 13mins and use all those things that make them crash when u got past 13mins

or you could go onto highway 99 and watch for the pursuit roadblocks and spike strips. it's easier on the highway because you can get more speed. Also do the phototickets in the milestone menu nd you should be able to race him, complete the other milestones after.
