Found The Answer Thanks To potato_chips And My Eyes...
"After you beat the Goldenrod gym, go up to the tree and close by should be a girl, and you talk to her and she says she's gonna go see her sis about a bottle, so you go to the building right next to the gym which is a Florist, talk to the first girl, then to her sister and she'll give you the bottle."
