as they are ballon they will rise so look under bridges and in treesand anywhere ballonms could get caught. btw if your thinking its just a game..... then well i duno. But u do find em in places like that

i could tell you where the ballons are but i cant tell you where they exactley are i agry with the guy who says they go higher n higher. most off them are outside doors. the mission at the end your in a helicopter and where your meant to go, there is a balloon there i think
