Did you know that cross is in level 5, well the thing is that he is in a black car. That black car is his police car and if you find it on a roadblock, hit it and destroy it, it is worth 100,000 bounty. The car doesn't come around often so you better be on the lookout for it.

If the watch the bounty tutorial or whatever, you can see Cross's corvette with a bunch of Heat level 4 cops...so maybe it is possible for him to come after you in HL4, but im not sure.

when i was completing the game and i was on heat level 4 he didn't come out once. i was on that pursuit for about 1/2 hour, he could still come out though. maybe

you get cross on hl 6 you gota comlete all chalange series to get hl 6 . after comletin all challanges do a police persuite in carrier when u get to hl 6 cross will come and chase you in his corvette ( worked for me !! ) ][_ {[]} ][_

Well, I didn't have to wait that long for cross to come. He came at heat level 5 to me too

nope he comes in level 5 you just have to be on the lookout, i think i know more about MW than you do,i didn't do the challenge series and i still got him.
