Ho-oh lives in the Tin Tower, Ecruteak city. You will need the rainbow wing to see it, which you can take it from the men inside the Tin Tower. Hope i helped.

u have to catch suicune, entei and raikou. then go to pewter city and talk to the old man that is walkin around and he will give u the rainbow wing. but try to get lugia first.
