i am having trouble getting the console up ..........i dont know where to type the command to bring

i am having trouble getting the console up ..........i dont know where to type the command to bring up the effin thing! can anyone help?
i have tried while the game is running , b4 i start the game an i cant find it thanks

Type ctrl+alt+~,console will appear then type yor desired cheat and press enter, press esc to get out of the console.
