You really can't force them. You have to wait until it is there time to find a friend (to indicate this, a ring of flowers will appear around a chao)
When that happens, you can try...But this will not happen if all your chao gardens are full, because it will lead to marriage, in which, you will get an egg...

Actully there is way to make it happen but still will take a while. Just get those fruits that look like a heart and feed it to the chao you want to become friends, eventually the ring of flowers will appear around both of them then just get 'em together!!
Personally I can't do this since all my chao gardens are like full!!
