Dig- Cave near waterfall. Enter, and talk to little kid at front. he'll talk about his brother and give you dig.
Dive-Beat Mosdeep Gym and talk to steven. When you enter his house, (Upper left, gym level) he'll give you dive and say that he doesnt need it anymore.
