Torchic, because the sixth gym leader has Skarmory, and Fire is good againist Steel.

It can't be any of the other Hoenn starting pokemon, because none of them are good againist, Flying or steel.

Answer = Torchic

Mudkip
-It's on even ground with her pokemon

Torchic
-is good against Skarmory, but Altaria knows earthquake

Treeko
-Weak against all her pokemon

So I go with Mudkip
