What popularity should I give them to? Really high, really low, middle?

it's bad if a wreslter have two titles like ic and Worldheavy.

Because if he is out of a bad injure. you petty much lost two titles.

If they become injuried you don't loss the titles they just become vacated, and then you can just resign the title to a different person.
