All you have to do is go to the third district.

Then go to the accessory shop in the first district.

Save

Leave and fight Leon.

Then go back to the thrid district.

yes cid is in the aesesory shop
and when you are in the second district go in the gizmo shop and run to the other side and there is a door go through it and look at the ladder. Then go to the third district and fight the darkness, and then go to the first district and fight Leon.

What are you talking about?

You don't have to look at any ladder. You don't even have to go in the gizmo shop.

And you fight Leon before the Heartless boss in the third district.

Just read my previous post, and yes, the accessory shop is the one with Cid.
